The invention provides a non-coaxial workpiece processing point positioning device and a method used for the processing of laserable material, belonging to the field of material processing. The device comprises a CCD camera, an image collecting card, a control circuit, a fixing device and a computer. The CCD camera and the control circuit are fixed on a laser processing head by the fixing device. By the pre-processing at the waste material position of the material, the laser processing head is moved to lead the CCD camera to carry out the image location of the pre-processed images and determine the relative position of the CCD camera and the laser processing head; subsequently, the CCD camera is used for replacing the laser processing head to carry out the idling pre-processing of the workpiece position required to be processed; whether the processing path complies with the requirement is observed; if not, the processing path, processing compensation and workpiece position are adjusted till the processing requirement is complied with; the laser processing head is finally moved to the CCD camera position to carry out the final laser processing. The device and method of the invention need not to change the structure of the existing laser processing head, and have simple and easy assembly, fast positioning speed in the whole positioning process and high precision.
